La comunidad peruana radicada en la zona Tri-Estatal (NY/NJ/CT), junto a compatriotas de otras ciudades de EE.UU. y aliados locales, anuncia una protesta en rechazo al Gobierno de Dina Boluarte, presidenta del Perú. La manifestación surge en el marco de la visita de la mandataria a las Naciones Unidas en Nueva York y su intervención en la “Cumbre Sostenible de Líderes de la Alianza del Pacífico 2023”, programada para el 20 de septiembre. La concentración se realizará frente al edificio de la CFA Society, sede del evento.

Los manifestantes expresan su oposición a la administración de Dina Boluarte, citando un historial alarmante de violaciones a los derechos humanos en el Perú. Estas violaciones abarcan desde masacres y la reiterada suspensión de los derechos civiles con connotaciones racistas, hasta un marcado declive en las prácticas democráticas del país.

Informes de la Oficina de la Defensoría del Pueblo indican que 67 peruanos fallecieron en el marco de las protestas antigubernamentales que comenzaron en diciembre pasado durante la gestión de Boluarte. Es especialmente preocupante la muerte de 49 indígenas y habitantes de zonas rurales a manos de la Policía y el Ejército del Perú. Las autopsias confirman que la mayoría murió por impactos de munición de las fuerzas estatales. A la fecha, ningún oficial ha sido detenido por estos hechos.

La concentración aspira a reflejar el descontento en el Perú, donde el 79% de la población desaprueba la labor de Boluarte y un 80% exhorta a elecciones anticipadas. La cuestionada legitimidad de las autoridades se evidencia también en el rechazo hacia el Congreso, que ostenta una aprobación del 6%, la más baja en toda la región.

Asimismo, los organizadores desean resaltar la ilegalidad del viaje de la presidenta y la tendencia de su administración a transgredir el Estado de Derecho. El Congreso, en complicidad con el Ejecutivo, promulgó el pasado junio una ley ad-hoc permitiendo a #DinaAsesina dirigir el país “de forma remota" desde el extranjero, lo cual contraviene el artículo 115 de la Constitución. Esto demuestra cómo la Constitución, promulgada durante la dictadura de Alberto Fujimori, es interpretada de manera maleable, siendo una de las raíces de la inestabilidad política en el Perú. Por esto, la demanda de una nueva Constitución resuena entre las mayorías del país.

Con esta concentración se espera generar conciencia sobre la crisis política y social en el Perú. Mediante este acto se busca impulsar a la comunidad internacional a solidarizarse con el pueblo peruano en su lucha contra un régimen que amenaza no solo la estructura democrática, sino también la integridad y el bienestar de sus ciudadanos.

NEW YORK, September 18, 2023 - The Peruvian community-based in New York, along with Peruvian residents in other US cities and local allies, announced a protest against the government of Dina Boluarte, President of Peru. The demonstration arises in the context of the president's visit to the United Nations UNGA in New York and her participation in the "2023 Pacific Alliance Leaders' Sustainable Summit," scheduled for September 20. The gathering will take place in front of the CFA Society building, the venue of the event.

Protesters express their opposition to the administration of Dina Boluarte, citing an alarming record of human rights violations in Peru. These violations range from massacres and repeated suspensions of civil rights with racist overtones to a marked decline in the country's democratic practices.

Reports from the Office of the Ombudsman indicate that 67 Peruvians died during anti-government protests that began last December, under Boluarte's administration. Particularly concerning is the death of 49 indigenous people and residents of rural areas at the hands of the Peruvian Police and Army. Autopsies confirm that most died from ammunition impacts from state forces. To date, no officer has been arrested for these incidents.

The rally aims to reflect the discontent in Peru, where 79% of the population disapproves of Boluarte's administration, and 80% call for early elections. The questioned legitimacy of the authorities is also evident in the rejection of Congress, which has an approval rating of 6%, the lowest in the entire region.

Moreover, the organizers want to highlight the illegality of the president's trip and her administration's tendency to breach the Rule of Law. Congress, in complicity with the Executive, enacted a law last June allowing the president to govern the country "remotely" from abroad, which goes against Article 115 of the Constitution. This shows how the Constitution, enacted during Alberto Fujimori's dictatorship, is loosely interpreted and is one of the roots of political instability in Peru. Because of this, the demand for a new Constitution resonates among the country's majority.

This rally hopes to raise awareness about the current political and social crisis in Peru. Through this act, the aim is to encourage the international community to stand in solidarity with the Peruvian people in their fight against a regime that threatens not only the democratic structure of the country, but also the integrity and well-being of its citizens.
